CAMBRIDGE — For most of the workweek, Dong Li is shackled to her desk,
a sedentary hostage to project deadlines, dressed in crisp business casual,
and suffering an increasingly stiff neck.
But for at least two hours, Li, a senior program analyst at Abt Associates,
a research and consulting firm, is liberated.
Barefoot and in sweats, every Monday and Thursday during lunch hour, she bends,
breathes, and stretches on the industrial carpet in Abt's basement alongside
a dozen or so of her co-workers.

When Newark began planning to tear down two troubled public housing high-rise
towers nearly two decades ago, residents and housing advocates were concerned
the apartments would not be replaced.
In 1989, they filed a federal lawsuit to compel the Newark Housing Authority
to replace the 1,777 apartments that would be lost in the pending demolition
of the Columbus and Kretchmer homes...
..."In 1998 the Central Ward looked like Berlin after the war," said Maryann
Russ of Abt Associates. The firm was hired by Debevoise in 1998 to monitor
the housing authority. "There was a lot of vacant land and that was the
most positive thing you could say."

In 2002, Montgomery County officials vowed to end homelessness in the county
within 10 years. As part of their initiative, they said they would construct
800 studio apartments by 2012...
The draft report by Abt Associates estimated it would cost the county $14.7
million to shift its emphasis from shelters and transitional units to permanent
housing. The report's authors said most of that money — $10 million
— could come from redirecting what they estimated the county currently
spends on efforts to help the homeless...
