Arizona State University News, December 30, 2008

Decker's book examines the underworld of international drug smuggling and is based on interviews he and Margaret Townsend Chapman conducted with 34 drug smugglers serving long sentences in federal prison. Chapman is an associate at Abt Associates Inc.

...The Pakistan Safe Drinking Water and Hygeine promotion project is a three year, US$ 16.7 million implemented by Abt Associates under the Government of Pakistan’s initiative to provide Clean Drinking Water for All (CDWA).  CDWA is being implemented through the Ministry of Industries and Ministry of Environment and will initially install 6,000 water filtration plants in the country to ensure provision of clean drinking water.

A report published in March by Abt Associates for the Department of Veterans Affairs surveyed 1,941 former service members who had left the military within the last three years. It found 18 percent of them unemployed, about three times the national unemployment rate, and a quarter of them earning less than $21,840 a year.

That may be because finding work after military service can be tough. Nearly one in five vets was jobless within one to three years of discharge, according to a recent study by Abt Associates Inc., a market-research firm with headquarters in Cambridge, Mass. A quarter of the vets who found work earned less than $21,840 a year.

Abt Associates Inc. won a $250 million, six-year contract from the UK Department for International Development to reform and strengthen the health systems and services in several places, including Nigeria, the company said today.

This is the largest contract that's been awarded to the Cambridge company in its 43-year history.

In any case, it isn't as though there's a strong consensus among Americans that religious views ought not shape one's political views — even if one happens to be the president.  In a Time/ABT SRBI poll this summer, 49 percent of respondents said the president should "allow his own personal religious faith to guide him in making decisions as president," versus 38 percent who said he should not.

"To reduce prostitution, cities try shaming clients,"

A two-year study for the U.S. Justice Department's National Institute of Justice, led by researcher Michael Shively and released in March, found more than 200 communities nationwide have tried targeting customers of prostitution in print, on TV, the Internet, billboards or by sending "Dear john" letters home.

Shively, of the social science research company Abt Associates in Cambridge, Mass., has continued to track efforts and said his list now includes about 280 examples. He said use of these techniques appears to be increasing.

..."Project Follow Through," the largest study of its kind ever attempted, was undertaken in the 1970s to try to determine why, by third grade, K3 students lost advantages gained through Head Start.  It tracked multiple teaching/learning programs over five years for 79,000 students at a cost of more than $600 million, with a desired outcome of enhanced basic skills, cognitive skills and self-esteem.

The Stanford Research Institute and Abt Associates of Cambridge, Massachusetts analyzed results.  Direct Instruction, primarily focusing on basic skills, was shown to be significantly more effective in achieving the desired outcomes.  Other, smaller studies show similar results.

"Discharged vets have harder time finding work,"

WASHINGTON (AP) — Strained by war, recently discharged veterans are having a harder time finding civilian jobs and are more likely to earn lower wages for years due partly to employer concerns about their mental health and overall skills, a government study says.

The Veterans Affairs Department report, obtained Thursday by The Associated Press, points to continuing problems with the Bush administration's efforts to help 4.4 million troops who have been discharged from active duty since 1990.

The 2007 study by the consulting firm Abt Associates Inc. found that 18 percent of the veterans were unemployed within one to three years of discharge, while one out of four who did find jobs earned less than $21,840 a year.

Barefoot and in sweats, every Monday and Thursday during lunch hour, she bends, breathes, and stretches on the industrial carpet in Abt's basement alongside a dozen or so of her co-workers.

When Newark began planning to tear down two troubled public housing high-rise towers nearly two decades ago, residents and housing advocates were concerned the apartments would not be replaced.

In 1989, they filed a federal lawsuit to compel the Newark Housing Authority to replace the 1,777 apartments that would be lost in the pending demolition of the Columbus and Kretchmer homes...

..."In 1998 the Central Ward looked like Berlin after the war," said Maryann Russ of Abt Associates.  The firm was hired by Debevoise in 1998 to monitor the housing authority.  "There was a lot of vacant land and that was the most positive thing you could say."

In 2002, Montgomery County officials vowed to end homelessness in the county within 10 years. As part of their initiative, they said they would construct 800 studio apartments by 2012...

The draft report by Abt Associates estimated it would cost the county $14.7 million to shift its emphasis from shelters and transitional units to permanent housing.  The report's authors said most of that money — $10 million — could come from redirecting what they estimated the county currently spends on efforts to help the homeless...
